Art Gibbs was a police officer on the Toronto force for 40 years. During 25 of those years, he served as a director of the Police Association, and is credited with improving both working conditions and salaries of the Metropolitan Toronto police officers during that time. Called “Big Art” because of his husky 6-foot-2 frame, the jovial Gibbs was an excellent police officer, well-known and admired by police everywhere. In the 1960s Gibbs worked with Syd Brown, who was association president at the time, to win and arbitration award that included the highest wage increase up to that time, and made Metro police officers the highest paid in Canada. Arthur Cecil Gibbs died in February 2000 at the age of 78.
